About the Programme

Comprehensive Management Training Programme for Service Providers in Eye Care

Of the 37 million blind people in the world, around 80% live in developing countries such as India resulting in considerable loss to GDP of the nation. The Government, private and NGO sectors are contributing in a big way to the prevention of blindness and restoration of sight by setting up eye care service delivery systems. Today this initiative is gaining momentum with the launch of VISION 2020 - The Right to Sight, a global collaborative effort for eliminating avoidable blindness. Trained human resource have been identified by GOI and Vision 2020 as an area of immediate priority.

Lack of professional management expertise at all levels in eye care service delivery limits the productivity of organizations and prevents them from maximizing their potential. Organizations working in the eye care sector need to enhance their knowledge and skills in program development and project management, planning for cost effectiveness and sustainability, personnel management and implementing community programs effectively.

Presently a few regional institutes offer some courses in program and project management. However the capacity to offer a comprehensive program outlined to cater to the specific requirement of eye care hospital management is limited. Training a dedicated pool of community eye care and hospital managers in larger numbers will greatly assist in improving the efficiency and effectiveness of the existing blindness control initiatives in the country. To meet this need ORBIS is supporting a series of eye care management courses with management institutes of repute across the country.

Funding Organisation
ORBIS International is a non-aligned, not for profit global development organisation working in the field of eye care dedicated to the prevention of blindness for more than two decades with a mission of preserve and restore sight by strengthening the capacity of local partners to prevent blindness. This is accomplished through saving of sight, delivery of training, the transfer of skills and the creation of a world where quality eye care, education and treatment are available to every human being. Orbis is known for its innovative projects like DC 10 Flight Programme, Tele-ophthalmology etc. Orbis International has provided a seed grant to support the collaborating institutions that will be offering the courses

Profile of the Institutions

Lions Aravind Institute of Community Ophthalmology (LAICO), Madurai, Tamil Nadu
LAICO contributes to eye care services through teaching, training, research, consultancy, publications and advocacy. It offers university affiliated long term courses in Eye Care Management, eye care management programmes for Directors of Eye Hospitals, Programme Managers, Eye Care Management as well as several skill development courses in the areas of instrument maintenance, community outreach and social marketing, counselling and in India, Africa and South East Asia. Currently LAICO works with over 172 hospitals across the developing world replicating Aravind model of high quality, low cost eye care service delivery. Follow up studies have shown that several of the programmes exposed to the Aravind model have doubled (and in some cases even tripled) surgical productivity and as a result are now financially self sustaining. Designated by the World Health Organization as a Collaborating Centre for Prevention of Blindness, Aravind is studied as a model in prestigious business schools around the world including Harvard, Stanford, Michigan, IMD-Lausanne, and the Indian Institutes of Management.

Library Facilities
The Institute library is equipped with modern information technology and has an online index database. The library has gathered a distinctive collection of more than 5000 volumes including textbooks, reference books, training materials, manuals, reports and conference proceedings related to health care sectors especially in the area of eye care and management. It subscribes more than 30 leading national and international journals on health management and business periodicals/leading newspapers in India. In addition, the library also has a collection of thesis and videocassettes related to management education. It is well equipped with a Computer, a TV/VCR set, photocopier etc. The library’s acquisition and cataloguing are computerized under the CDS/ISIS.

Medline:
MEDLINE is the most popular and computerized medical database compiled by the National Library of Medicine of the United States. Over 9.2 million records are now included with abstracts for about 70% of these records. Some 31, 000 new citations from 3,800 journals are added each month. Medline is also available in library from 1991 onwards. This can be access at through CDs and ISIS.

Resource Center
This Centre has a collection of unpublished materials like, annual reports, activity reports, various organization information, country profiles, newsletters, Maps and blindness information from various hospitals and organizations at the national and international levels.

Accommodation
Hostel accommodation is available within the range of Rs.1500 to Rs.2500 per month. For more specific details visit our website www.aravind.org or contact us at courses@aravind.org. Hotel rooms are also available off-the campus close to the Institute. We can assist in booking on advance request. You can choose to stay either at the accommodations LAICO provides or at one of the hotels located nearby. The LAICO accommodation is at the Aravind Hostel for resident doctors; it has single furnished rooms with common bathrooms and is just a short walk away from LAICO. Once you indicate your preference of accommodation, the logistics department at LAICO will assist you with the bookings.

L V Prasad Eye Institute is a world-class eye hospital and research, training and rehabilitation centre. Since its establishment in 1987, LVPEI has grown into a centre of excellence in the field of eye health. Today, LVPEI is a World Health organisation collaborating centre for human resources; developing eye health models for underserved areas of the developing world. Underpinning all the efforts of LVPEI are three dominant themes-efficiency, equity and excellence.

LVPEI recognises the fact that the imbalance in the distribution of health care across the world is largely due to imbalances in the distribution infrastructure and human resources. In order to ensure effective, accessible, and adequately distributed health care of international standards across our country, committed and well-trained health care professionals are needed to facilitate the dispensation of high quality health care in areas where it is most needed.

LVPEI's Education Centre offers long-term and short-term fellowships in various courses in ophthalmology and its subspecialties, a fellowship in comprehensive ophthalmology, and optometry, bachelor's degree and training for ophthalmic technicians. LVPEI also offers training programme in low vision care, vision rehabilitation, biomedical engineering, and community eye health, while training eye bank technicians, ophthalmic nursing assistants, eye care managers and paramedic personnel.

Indian Institute of Health Management and Research (IIHMR), Jaipur, Rajasthan
Established in 1984 in Jaipur, IIHMR is the first of its kind in India, with attention solely focused on health systems management. Recognized by Department of Science & Technology, Ministry of Finance and Government of India as a Research Institution. Facilities
The Institute's campus at Sanganer, Jaipur is spread over a beautiful landscaped area of 14 acres. The main building has academic and administrative blocks, a computer center, the D. A. Henderson Library and Documentation Centre, lecture and seminar halls, and an auditorium. The MDP Centre is equipped with the state of art conference facilities with a seating capacity for 50 participants. It has an independent dining lounge. MDP participants are housed in air conditioned guesthouses having all the modern facilities. The Computer Centre at the Institute is equipped with the latest computer hardware and software packages with three LAN servers connected to over 100 nodes. Other facilities include CC-mail software, E-mail and Internet. These facilities are available 24 hours to MDP participants. The hostel has 104 comfortable, air-cooled single rooms. Dr. R.P. Centre for Ophthalmic Sciences, New Delhi
The Dr Rajendra Prasad Centre for Ophthalmic Sciences, All India Institute of Medical Sciences is the Apex Institute under the National Program for Control of Blindness in India. The Centre was established in 1969 and prides itself in conducting the biggest residency program in the world with 25 new post graduate students joining every year. There are 6 clinical departments supported by departments of Radiology, Anaesthesiology, Community Ophthalmology, Ocular Pathology, Pharmacology, Microbiology and Biochemistry. All services are provided under one roof. The Centre has state of the art investigative laboratories as well as an excellent photographic facility. Every year more than 300,000 patients throng the portals of the R.P. Centre in search of quality eye care. More than 10,000 surgeries are performed every year. There are a total of 302 beds with a bed occupancy rate of 81%. Community outreach services are strongly emphasized at the Institute. The Centre has a dedicated department of Community Ophthalmology which provides primary eye care and referral services in urban slums and rural areas. There is a dedicated Community Eye Care Ward with 25 beds. Faculty at the institute are responsible for more than 50 papers in international peer reviewed international and national reputed journals every year. The Centre also provides intra country and inter country fellowships for training in Cornea, Paediatric Ophthalmology, Glaucoma, Community Ophthalmology and Medical Ophthalmology.

Tata Institute of Social Sciences (TISS), Mumba
The Tata Institute of Social Sciences was established in 1936 as the Sir Dorabji Tata Graduate School of Social Work. The mission of the Institute can be considered broadly as social development and the strategy it adopted in pursuit of this mission has been professional training for human service, social issue oriented and development-programme related research, dissemination of knowledge, and activities of intervention in real social situations. It is recognised as Deemed University by the Govt. of India. Since then, the institute has been expanding continuously in terms of education programmes and infrastructure. Today the Institute offers: (i) Ph.D. and M.Phil. degrees in Social Sciences and Social Work; (ii) Master’s degree in Social Work (with specialisation in Criminology and Correctional Administration, Family and Child Welfare, Medical and Psychiatric Social Work, Social Welfare Administration, and Rural and Urban Community Development), Personnel Management and Industrial Relations, Hospital Administration, and Health Administration; (iii) Post-Graduate Diploma in Personnel Management, and Hospital Administration; and (iv) Certificate Course in Research Methodology, Social Welfare Administration, Social Work, and Rehabilitation Counselling. This institute is known for its research capabilities. The major social issues, that have figured in the research undertaken at the Institute, include the situation of children, changing role of family, poverty, urban problems of slum and housing, labour in the organised and unorganised sectors, poverty alleviation and rural transformation, situation of the socially deprived sections, inequality of opportunities and wastage in education, illiteracy and adult education, gender inequality, health and health services, crime and delinquency, communalism and riots, environmental problems, and displacement of people and their rehabilitation.

Growth of the Institution
In 1944 the Dorabji Tata Graduate School of Social Work was renamed as the Tata Institute of Social Sciences. The present campus of the Institute in Deonar (Mumbai) was opened on 6 October 1954 by the then Prime Minister, Jawaharlal Nehru. The year 1964 was an important landmark in the history of the Institute, when it was recognised as a Deemed University by the University Grants Commission. Since then the Institute has been expanding continuously in both educational programmes and infrastructure. It has responded to the changing needs of the social and educational system in the country and has gone far beyond the initial concern of social work education. Thus, what started as a small institution offering post-graduate diploma in Social Work, grew into a university and diversified its activities.
